Experts doubt that Dagestani commission on militants' amnesty will be efficient

In Dagestan, experts and public figures question the effectiveness of the commission established under the republic's leader and aimed to assist in adaptation of pardoned militants.

The famous poet and publicist Adallo believes that local officials are just following the order of the federal centre. According to his story, the point is in putting "another checkmark in the box of fulfilled orders", and this very approach has already made the commission's work problematic.

Abbas Kebedov, a member of the commission, who is representing the religious movement "Akhlu-s-Sunnah", told the "Caucasian Knot" correspondent that he had not yet figured out the essence of the commission's powers. "I've just learned from the media that I'm a member there. What it will do, its authorities, the mechanism for enforcing its decisions - these are only some of the questions, which need answers," he said.

Ziyavdin Uvaisov, a well-known lawyer, believes that the authorities should concentrate their efforts in a different direction. "They need to understand that there are very few fighters today, who would like - for various reasons to come out of the woods," he has stressed. "Today the demand is for the mechanisms of forming the Dagestani home policy in such way as to give the youth no grounds for leaving for the woods, namely: war on corruption, against the clannish system, efforts towards equal conditions for realizing one's own potentials and so forth."
