Prosecutor's committee of inquiry: personnel of a work ethic camp provoked disturbance

Investigators began criminal proceedings against the personnel of Belorechenskaya juvenile colony in Krasnodar territory where mass disturbance with a participation of some tens of convicts had taken place, supposing that they had been provoked by the actions of the youth custody center personnel.

On September, 11, the under-age inmates of the youth custody center arranged a mess during which they damaged the belongings of the dining room, medical and sanitary unit and the dormitory. The place of the incident was inspected by field service staff, Leonid Khorzhinek, district prosecutor, arrived there, too.    

According to Press service of investigation department of Prosecutor's committee of inquiry of Russian Federation at Krasnodar region, the convicts of the colony had taken part in mass disturbance accompanied with messes as a result of the operative staff's illegal actions. The colony's property estimated over 100 thousand rubles was destroyed. Criminal proceedings were started against three workers of the youth custody center: Konstantin Bublik, Ruslan Maletich and Artem Lubchenko. 

Public prosecutor's office state in their turn it has already been ascertained that on September, 11, these three men went beyond their working commission, illegally used force and techniques against one of the convicts which has just been the reason of disorders and destruction of the unit's property.

RIA "Novosti" reports that upon the fact of the mess in the colony criminal proceedings were also started based upon part 2 article 212 of the Criminal code of the Russian Federation (participation in mass disorders punished with imprisonment for three to eight years).

By different estimations, from 30 to 70 teen-agers have taken part in the disorders.
