Former Komi militiaman is suspected of beating Chechen residents

The Investigatory Department of the ICPO (Investigatory Committee at the Prosecutor's Office of Russia) for the Chechen Republic has initiated a criminal case against former major of the MIA of the Komi Republic Mikhail Evseyev, suspected of beating peaceful residents of Chechnya during his official voyage to the republic in 2004, a source from the Department has reported.

According to the investigation, Evseyev, when being in the Achkhoy-Martan District, came into a house of peaceful citizens and beat a Chechen who lived there, having broken his ribs. The woman, who was in the house, tore the mask off his face. Later, she recognized the attacker by the photos, having pointed to major Evseyev in one of them.

The RIA "Novosti" adds with reference to the source that the above Investigatory Department has sent an inquiry to their colleagues in Komi.

Yesterday, on August 26, Mikhail Evseyev was detained in Moscow, the Agency named "Business News of Komi Republic" writes. According to a source in Moscow's law enforcement bodies, another criminal case was also opened against Evseyev - under part 1, Article 283 of the Russian Criminal Code ("Disclosure of state secrets").

Let us note here that in November 2009 former militia major Evseyev placed his video appeal to President of Russia in the Internet stating that law enforcement bodies of Komi fabricate criminal cases against innocent citizens, including businessmen.

On the basis of the video appeal, the MIA for the Komi Republic held a check, but the facts contained in the appeal were not confirmed. Evseyev stated that in November 2008 he voluntarily quitted the militia, "being sick and tired to resist alone the lawlessness of power agents." Employees of the Komi MIA, who know Evseyev, reported that he was offered to retire because of his nervous break-downs that happened with him at work.
