SCPO regime introduced in Kabardino-Balkaria

As reported by Valery Ustov, head of the Investigatory Department for the Kabardino-Balkarian Republic (KBR) of the Russian ICPO (Investigatory Committee under the Prosecutor's Office), as of today the KBR is under the special complex preventive operation (SCPO) regime.

As explained by Mr Ustov, the SCPO regime is different from the counterterrorist operation (CTO) regime by a softer variant of preventive actions.

The republic is now restless. Periodically, there are shellings and attacks on law enforcers, special operations; power agents detect militants' hideouts with weapons and explosives.

Speaking about the number of militants in the republic, Mr Ustov has noted that all in all they are 700 persons in number - active members and those who are sympathetic. "They are young men, many of them with higher education, half of them are jobless. About 50 percent of them come from single-parent families. There are former convicts and former drug addicts among them," he said.
