Residents of Ingushetia believe that power agents should be the first to remove tinted glasses from their cars

Not everybody in the republic supports the recent appeal of the Russian MIA Department for Ingushetia urging to apply extreme measures to those drivers whose cars have excessively tinted windows.

Let us remind you that the Department called car owners to remove all the tinted glasses and threatened to apply tougher sanctions, including firearms, to the vehicles, where tinted glasses are outside the GOST (Russian State Standard).

"With account of our people's mentality, we expect that they won't always follow the ban. We need to properly follow the law 'On Militia'," the spokesman of the local MIA has explained to the "Caucasian Knot" correspondent.

The basis for the statement, as he informed, was the interdepartmental order of the head of local MIA.

Meanwhile, Magomed Mutsolgov, a well-known Ingush human rights activist and a member of the expert board of the Russian Ombudsman, believes that tinted glasses are not worth opening fire on the car.

"First of all, power agents and state officials should remove tinting. Exclusions can be made for two-three persons, for example, for President and Prime Minister. In other cases, they are not needed," he said.

"Today, most cars with tinted glasses are parked in the territory of the Department of the FSB (DFSB) for Ingushetia and militia stations. Power agents have no license number plates on their vehicles, including armoured machines - UAZ vans, ATCs (armoured troop-carriers) and URAL trucks. Everyone knows that tinted Gazel vans are used by the DFSB, while UAZs are used by local and visiting power agents. Everybody should obey the law, which precisely and clearly specifies the degree of tinting," said the human rights activist.

"And if a militiaman sits in his tinted car, will he also be shelled? There are clear standards: to measure the level of tinting special equipment is needed. If militiamen are simply tearing the tinting film off - it's voluntarism. On a clear sunny day tinting should be checked with a special device. The equipment should be available at the central STSI (State Traffic Safety Inspectorate) office and at two-three militia posts. Fire should be opened only at real threat - the law 'On Militia' shouldn't be misinterpreted. There are cases when cars are delivered without number plates, because they are not yet registered. Why should they shell them? Power agents should give example and remove tinting first of all from their own cars - they are lawful law enforcement bodies. Power agents should have nothing to conceal," said Mutsolgov.

Ruslan, a citizen of Karabulaka, is the driver of a tinted car. He also believes that first of all the employees of power agencies should remove tinting.

Another car owner - Murad - agrees with him: "If a driver is not local, but, for example, moves from Chechnya to Ossetia and does not know that cars with improper tinting are shelled here, should he be shot dead? I'm for removed tinting, although I don't have it; but everyone should do it, including the militia."
