Chapanov: Makhloev kidnapped in Ingushetia was earlier under inquiry

Makhsud Makhloev, who was kidnapped today in the morning in Sleptsovskaya village, Sunzha District of Ingushetia, earlier was detained by militia on suspicion of participating in the attempt on the head of Sunzha ROVD (District Interior Unit); however, 4 months later he was released, and later had no claims from law enforcement bodies. This was reported by Vakha Chapanov, head of the Ingush Information Agency "Maximum".

"Today at 4 in the morning, power agents rushed into Makhloev's house and detained Makhsud, which was accompanied by beating his younger brother Ibragim," Vakha Chapanov said to the "Caucasian Knot" correspondent.

According to his story, Makhsud was already detained on December 26, 2006, on suspicion of attempting on Merzoev, head of the Sunzha ROVD, witch was committed on November 31, 2006.

"Then, the car of the head of the ROVD was blown up. In May 2007 Makhsud was released, having spent 4 months under investigation. He was released without any claims - he was innocent. And before detention he had worked as assistant lawyer in the firm for rendering legal services to the population. Since then, he was never involved or attracted, and had claims from the authorities," said Chapanov.

According to his version, just six weeks ago Makhsud was shelled in Nazran from a passing car; he was wounded in his shoulder and arm, and then took his treatment at the central Clinical Hospital in Nazran. The wound was serious - his bone was touched. Makhloev spent a month in hospital, and only two days ago his plaster bondage was taken off.

"And today, during the detention, they grasped him by the arm, I've learnt about it from his relatives. Probably, they again damaged his arm, as he was crying loud about it. Also, his younger brother Ibragim was beaten; apparently, he will now be hospitalized, as, according to relatives, his ribs can be broken," said Chapanov.

Today, Makhsud Makhloev's relatives have filed applications about the kidnapping to the prosecutor's office, human rights organizations and the HRC "Memorial".

"Nobody knows who took him away, why and where. Employees of special agencies who conducted the operation were in masks. They were quite many, difficult to count, as they rushed early in the morning, woke people and started beating them. People were shocked. But, according to the relatives, all the agents spoke Russian without accent," Mr Chapanov has added.
